The potato is not laid on top of cooked rice — raw rice and potato go into the pot together, because the sweetness moving into the grain is the point of the dish. The cut sweet potato is the same part that gane and sorakita mochi use.

In the real world
Karaimo gohan is made across Kagoshima by cooking diced sweet potato together with rice and salt. Karaimo is the local name for the sweet potato and means the potato that came by way of Tang China. It is made from autumn into winter and still appears in school lunches.
Differences in game
Washing and draining the rice is not a step of its own, so the raw grain goes straight into the pot. Peeling the potato in patches and drawing out its bitterness in water are carried by the cut sweet potato, and the cooking water is supplied by the pot rather than listed.
